Low Carbon Travel and Transport Challenge Fund

Transport Scotland’s Low Carbon Travel and Transport (LCTT) Challenge Fund is a capital fund that aims to facilitate the delivery of active travel and low carbon hubs and paths. 

The second call for applications (or “Round 2”) closed on 19 January 2018. Public, community and third sector organisations were invited to apply for projects with total eligible costs between £250,000 and £2 million.

£4.6m was provided by the European Regional Development Fund (ERDF) 2014-2020 Programme to cover up to 70% in Highlands and Islands (H&I) or 40% in Lowlands and Uplands (LUPS) of their total eligible project costs. Through additional £1.6m match funding support from Transport Scotland, applicants from H&I had to secure a minimum of 20% of match funding from other eligible sources and those in the LUPS area had to secure a minimum of 30% of match funding from other eligible sources.

Awards for Round 2 funding were announced on 8 August 2018 by the Cabinet Secretary for Transport, Infrastructure and Connectivity, Michael Matheson. The following organisations received funding:

  • Angus Council
  • Cairngorms National Park Authority
  • Dundee City Council
  • East Ayrshire Council
  • East Ayrshire Leisure
  • Moray Council
  • Orkney Islands Council
  • South East of Scotland Transport Partnership
  • Stirling Council
  • The Highland Council

LCTT Challenge Fund projects must be completed by December 2019.

Assessment process

Eligible applications underwent a full assessment and were scored against nine project impact criteria. These scores were then presented to an Assessment Panel for their consideration. For more detail on the assessment process see the following document:
