Community Leader

Through the Community Plan and Community Planning Partnership, local authorities can work with other public and private agencies and the wider community to help cut the overall emissions of their area and develop an integrated strategy for climate change adaptation.

The advantage of developing a Community-Wide Action Plan is that it encourages other organisations and individual citizens to take action, maximising the impact of what you do.

This page details how the council, in their role of Community Leaders, can achieve these aims.

Getting Started

Building political support and identifying who should be involved in formulating and delivering your Action Plan.

Preparing an Action Plan

Developing a coherent plan of action, with a timetable for completion and an allocation of who is responsible for the delivery of each element of the Plan.


Implementing the Action Plan

Communicating and launching your Action Plan. Reviewing your achievements and understanding how future plans can be improved.


For each of the above stages, you will find guidance on mitigation and adaptation. By preparing a plan that addresses both adaptation and mitigation you will develop a coherent and integrated response to this agenda, however the Action Pack has been written so that you can approach the two separately.
