HEEPS: Loan scheme

Apply for an interest free loan for installing a variety of measures such as solid wall insulation, double-glazing or a new boiler. 

Are you an owner occupier or private sector landlord in Scotland looking to improve your property? We can help.

Through our HEEPS loan scheme you could get up to £15,000 per property, and landlords with multiple properties are eligible for up to £100,000 in total.

The repayment period varies based on the amount you intend to borrow but those taking out higher value loans will be able to pay back over 10 years. 

25% Cashback Special Offer

From 3rd October 2016 for a limited time and subject to available funding, applicants are eligible to receive a grant of 25% of their quoted costs, up to a maximum of £3,750. Applicants must be able to complete works and claim funding by 10th March 2017 to benefit from this offer.  

To accommodate this change the HEEPS loan will be reduced to a maximum of 75% of the cost of eligible works.  The maximum loan value remains at £15,000.

All applicants are also entitled to claim up to £150 towards the cost of the Green Deal Advice Report that is required before a loan can be approved.

If you are installing external wall insulation and apply directly to their local authority for a building warrant you can also claim back this cost.  Payment in these circumstances will only be made based on the actual cost paid to the local authority for lodging the warrant and you must be able to supply a copy of the bill, receipt or invoice issued by the local authority. 

This special offer will also be available to private sector landlords for a maximum of 3 properties.  If applying for work at more than 3 properties loan funding, the interest free loan will still be available for 100% of the eligible costs, up to a maximum of £15,000 per property.

*Loans for secondary measures will only be available if installing at least one primary measure.

What do I need to do next?

If you are an owner occupier call Home Energy Scotland on 0808 808 2282, who will arrange for an application form to be sent out. Once completed please send it along with your chosen quote for each measure you wish to install to:

You will need to obtain a Green Deal Advice Report (GDAR) for your property, and it is a requirement of this scheme that the measure you wish to install is recommended on your GDAR. You will be asked to submit this after your initial application, assuming you pass your credit check.  Under the new cashback special offer you will be eligible to claim up to £150 towards the cost of your GDAR, even if you do not go ahead and complete any work at your property..

How do I choose an installer?

We recommend you use a Green Deal certified installer for the work you plan to have done at your property.

For some insulation measures, it is a requirement of the scheme that the installer is Green Deal certified specifically for the measure. These are:

  •  solid wall insulation (external or internal)
  •  underfloor insulation
  •  flat roof insulation
  •  room in roof insulation

Use the Green Deal company search tool to find an installer.

If installing an oil boiler, under this scheme your technician must be OFTEC registered.

It is a legal requirement that an installer is Gas Safe registered if undertaking gas work (such as installing gas/LPG boilers, warm air units or heating controls). Please check the Gas Safe Register for more information on the work this covers, and to check if an installer is registered.

For all other measures, there is no requirement to use a specific installer, but we do recommend you shop around and get at least 3 quotes to ensure good value for money.

Applicants should ensure their chosen installer is fully qualified and accredited with a relevant industry body and/or trade federation, and when researching installers ask about what guarantees they provide for the quality of the work.

What happens after I apply?

Once your application has been received, we will assess your eligibility and carry out affordability and credit checks. If you pass these checks, you will be sent a letter explaining you need to arrange for your GDAR to be completed at your property.  You can then send details of this to the Energy Saving Trust, and assuming it meets the scheme’s requirements, your loan offer can then be issued.  

You must not start work until you have received a loan offer.

Successful applications

If your loan application is successful and you receive funding, your loan will include an administrative fee, which will be included in your monthly loan repayments.  The administrative fee will be 1.5% of the total loan and grant funding you are awarded, up to a maximum of £150.  

You will be issued with an offer of funding which will be valid until 10th March 2017.

HEEPS: Gas Infill Loan scheme

Under the HEEPS Loan programme loans are also available to help owner occupiers and private sector landlords with the costs of connecting to the gas grid. The Gas Infill Loan scheme provides interest free loan funding between £500 and £5,000 for gas connection costs and installation of a gas central heating system.

The 25% cashback special offer will also apply to HEEPS: Gas Infill loan applicants. The funding will only be available towards the cost of installing a gas central heating system with a maximum grant value of £1,250.     

It is available for individuals wishing to connect to the gas grid, or where the property is included in a gas infill project or gas grid extension project.  In areas on, or very close to, the existing gas grid, connection to the gas grid is in most cases a cost-effective way of reducing energy bills and tackling fuel poverty.
