What are the PIs ?

From April 2008 a new national indicator set was introduced to monitor the performance of local government, working alone or in partnerships with other local bodies. The set includes 3 climate change indicators. Local authorities will be responsible for monitoring two of the indicators and DEFRA will publish data for the third. The indicators are one component of the government´s new approach to assessing local government´s performance against national priorities.

A new set of national performance indicators (PIs) for local government and other local bodies was introduced from April 2008. The national indicator set includes 3 indicators that are directly linked to climate change. These 3 indicators will apply to all councils. They are:

NI 185 CO2 reduction from Local Authority operations
NI 186 Per capita reduction in CO2 emissions in the LA area
NI 188 Planning to adapt to climate change

Local authorities will be responsible for measuring NI 185 and NI 188. DEFRA will publish data for NI 186. Defra has published advice on how to measure NI 185 and NI 188.

There are several other indicators that are very relevant to climate change, although not all of these indicators will apply to all councils:-

NI 175 Access to services and facilities by public transport, walking and cycling
NI 176 Working age people with access to employment by public transport
NI 177 Local bus and light rail passenger journeys originating in the authority area
NI 187 Tackling fuel poverty % of people receiving income based benefits living in homes with a low energy efficiency rating
NI 189 Flood and coastal erosion risk management

The national performance indicators are one component of the new Local Performance Framework that will be used to monitor and regulate local government.
