Local Area Agreements

All county and single tier Local Strategic Partnerships (LSPs) have negotiated 3 year Local Area Agreements (LAAs) with their Regional Government Offices. These came into force in June 2008. Although there are no district level LAAs, district councils have been involved in negotiating county LAAs. A small number of sub-regional Multi-Area Agreements (MAA) have also been developed by neighbouring partnerships. All LAAs include up to 35 nationally agreed improvement targets based on local priorities as reflected in Sustainable Community Strategies.

135 (90%) of Local Area Agreements (LAAs) include one or more climate change indicators among their nationally agreed targets. Two thirds of LAAs include the national indicator for reduction in CO2 emissions in the local authority area. This is the fifth most popular LAA target.

The table below shows the number and percent of LAAs that include nationally agreed climate change indicators, i.e. those that fall within the 35 targets agreed with government. Many local areas have also set local climate change targets.

Many local areas have included more than one climate change indicator among their national targets and 3 areas have opted to include all three climate change indicators. In addition, NI 187 - tackling fuel poverty is a national target in 40 LAAs.
