Housing energy management matrix

The Housing Energy Management Matrix is a powerful and practical tool for assessing the scope and quality of your housing energy efficiency strategy and for monitoring and reviewing its progress.

The matrix helps you to:

  • Identify key action areas
  • Compare your strategy with best practice in each area
  • Identify a route towards achieving best practice
  • Display progress in developing and implementing your strategy
  • Regularly review your housing energy strategy
Identify areas in which progress is being made or areas of weakness where action is required
  • Illustrate the quality and progress of your strategy to senior managers, partner organisations, funding bodies and tenants

The first Housing Energy Management Matrix was developed in the early 1990s. The version presented here has been updated to reflect experience with use of the matrix in the past ten years.

The key action areas identified in the matrix are:

  • Energy strategy
  • Housing stock assessment
  • Delivering affordable warmth
  • Energy training for staff
  • Energy advice for tenants
  • Integration of energy improvements
  • Securing funding for energy efficiency work

More detailed guidance on each of these areas can be accessed via the chapter menu.
