Non Road Mobile Machinery Particulate Matter (PM) Abatement Register
There is increasing focus on the air quality pollution emissions caused by construction sites. Currently, this stands at 7 kilo tonnes of total PM emissions (16 per cent of road transport emissions). A study for the EU estimated that off-road machinery accounted for approximately one third of PM emissions from mobile sources in 2000; proportionally equivalent to that from passenger cars. The report forecasts this proportion to rise to 40 per cent by 2020.
Greater London Authority has published a Best Practice Guide which aims to reduce such emissions and includes measures to mandate the use of aftertreatment devices on construction site machinery operating at designated high risk sites.
The role of the Energy Saving Trust
The Energy Saving Trust provides an independent certification and register service for after-treatment equipment to ensure that it satisfies the requirements of the Best Practice Guide. Conformity testing is carried out on approved technologies to ensure an ongoing high level of performance and upholding of Energy Saving Trust certification standards.
Aspects covered by the Energy Saving Trust certification of exhaust after-treatment products for construction machinery are as follows:-
- Emissions reduction performance.
- Conformity with industry codes of practice (where applicable).
- Conformity testing of equipment (not enforcement of planning conditions)
- Various aspects of supplier competence.
- Processing of approval applications.
- Maintenance and publication of technology database.
- Selecting approved after-treatment equipment
According to the Greater London Authorities Best Practise Guide, machinery with a power rating greater than 37KW must be fitted with an approved after-treatment system from the NRMM after-treatment Register. The register identifies those after-treatment systems that have been approved under the requirements of the Best Practice Guide. It also contains contact details for the approved equipment suppliers.
