The guide has been developed to help local authorities to address National Indicator 186 - Per capita carbon dioxide emissions in the local authority area. The guides main focus is on England and meeting NI 186 targets however there are many useful examples of good practise for local authorities across the UK.
It aims to provide a gateway for local authorities to develop a strategic framework and focus on actions local authorities can take to reduce per capita CO2 emissions, drawing together information from various support bodies. It also provides an entry point and introduction to Energy Saving Trust publications, services and resources which can support performance against NI 186.

How to use this guidance
You should see each section of this guidance as your way in to addressing an issue. Each section identifies some priority actions that you can take, issues and opportunities, and what you can expect to achieve in relation to NI 186.
Each page also includes links to further, more detailed guidance and information, and a selection of case studies from other local authorities, to give you an idea of what can be achieved.
This guidance is divided into two halves:
Preparing for action - this section outlines the strategic framework that you can put in place to coordinate action on NI 186, developing a strategic approach and data, evidence and reporting.
Action plan - this section identifies actions that you can take to address domestic, non-domestic and transport emissions across your area.
Once you have read the guidance and put your action plan in place the Energy Saving Trust's TrACE tool will help you to record and monitor carbon saving actions related to domestic, transport and commercial emissions in your area.
