Despite heavy criticism, plans to establish an energy-from-waste facility in Staffordshire's Four Ashes area are to go ahead.
Once up and running, the project will generate enough power to provide energy for 24,000 homes, according to the local council.
But concerns have been raised by local people and environmentalists about the impact it could have on the surrounding area.
Staffordshire County Council says however, that the new energy facility will be a positive step for the area.
"The new energy from waste operation will make a major contribution to driving down costs both to the tax payer and to the environment," said council leader John Taylor.
"The government has already given us £122.4 million to get the project moving because it will contribute significantly towards the UK's landfill reduction target and in tackling climate change too.
He added that the cost of landfill was "spiralling" and that action needed to be taken immediately to protect local tax payers.
