Low carbon energy technologies should be the focus of more EU research and development funds while the amount spent on nuclear energy should be cut, the International Energy Agency (IEA) has said.
A review of the EU's energy policy by the Paris-based agency was in general positive of the steps the EU has taken to combat climate change, though it urged a higher level of investment.
The IEA pointed out that at the moment 40 per cent of the EU's £4.14 billion destined for energy research by 2013 as part of 2007's Strategic Energy Technology Plan goes to nuclear energy which will only become available after 2050.
"It will be important for the achievement of the EU climate change targets that this funding allocation is revised at the earliest possible opportunity, and that funding for non-nuclear energy research and development is increased significantly," the agency said.
The IEA also pointed out that the IT sector attracted more money, with Europe set to spend £7.31 billion by 2013.
