Businesses should be encouraged to become more environmentally-friendly by the creation of incentives, it has been claimed.
According to the Liberal Democrats, a system similar to that seen in the domestic sector should be implemented, in which tax breaks are offered to those that make an effort to make their properties more energy efficient.
The BBC reports that Nick Clegg, leader of the party, is to speak out with Greenpeace on the issue in a joint statement.
Mr Clegg is expected to state that focusing on penalising people for polluting the atmosphere should be replaced with an emphasis on creating incentives to reward green efforts, such as installing renewable energy.
He will say: "Some councils have pioneered council tax rebates for families who insulate their homes.
"I'd like us to look at green business rates too - offering a rebate, or reduced bill, for businesses that green their premises."
Scottish city Stirling is aiming to be the UK's first carbon neutral city, following its receipt of £1.25 million for a community-led project to reduce its environmental impact.
