The government is expected to introduce speed limits of 15mph on roads in new eco-towns this week.
Housing minister Caroline Flint will set out planning guidelines to curb the environmental impact of ten proposed zero-carbon settlements.
The new town centres aim to be car-free with the 15mph limit enforced on key roads servicing them.
A shortlist for the ten new towns is due to be published next month.
The new developments could house as many as 100,000 people, with homes built within 400 yards of public transport points and 800 yards from shops.
Mrs Flint is also expected to say that car use will be slashed by developing public transport in the pedestrianised areas.
Mrs Flint on Monday said: "These developments will be exemplars for the rest of the world, not just the rest of the country. It's critical that we get it right - and I make no apology for setting the bar as high as possible."
Up to five eco-towns could be built by 2016, and as many as ten by 2020, analysts predict.
