The UK Green Building Council (UK-GBC) believes that the government's latest green homes strategy could result in a "refurbishment revolution".
Following the government's announcement that it intends organise a financial system which will help people to install renewable energy generators, the UK-GBC has heralded a new phase in low carbon homes in Britain.
The Pay As You Save scheme is set to break through "the biggest barrier to low carbon refurbishment", which, according to the council, is the cost.
Paul King, chief executive of UK-GBC, commented: "Our leaky housing stock is responsible for 26 per cent of UK carbon emissions. If we want to tackle climate change, save money and conserve energy then we need to find a way of financing the refurbishment of millions of homes.
"Pay As You Save will work because energy efficiency pays for itself over time. Spreading the cost over 25 years means the measures can be paid for from ongoing savings on energy bills and still leave the householder better off."
