Tenants have been urged to check an energy performance certificate (EPC) before signing a contract on a property by an expert in the private rental sector.
Malcolm Harrison, from Harrison Communications, said that landlords need to show an EPC to an incoming tenant, who then has to make up their mind whether they want to live in the property.
If a property is an old building with drafty windows, a tenant should be able to make their own decision about "whether or not they want what might be extra bills in the coming winter", he explained.
Mr Harrison also said: "It's not going to cause dispute once the tenancy has started. If they are worried about their utility bills and they have already got two properties, one with a good performance certificate and one with a bad one, it's fairly obvious which one they should choose."
The government has launched the EPCs to help improve the energy efficiency of buildings in the UK.
