Insulating homes of people on fuel poverty to help bring down the cost of their energy bills was one of the recommendations made by the Liberal Democrats.
The opposition party laid out its vision for reducing the UK's carbon emissions and combat recession, placing energy efficiency squarely at the centre of the policy.
As well as providing insulation for a million people suffering fuel poverty, Lib Dem leader Nick Clegg said the party would launch initiatives to build 40,000 zero-carbon low-income homes.
In total, the party proposed measures worth £12.5 billion pounds to try to stimulate the economy and move it towards greater energy efficiency.
Earlier this year prime minister Gordon Brown announced a package worth £910 million pounds to help insulate homes.
Under the scheme all households were eligible for free or half price insulation.
According to the Energy Saving trust, installing loft insulation could save a household about £205 per year.
