Government departments could have to reduce their energy bills by boosting efficiency in order to stay within their carbon budget, under plans proposed by Ed Miliband.
The energy and climate change secretary told a committee overseeing his department that in order to bring about a "cultural change" in government departments, he was considering giving them carbon budgets.
Departments which exceeded their allowance would have to trade with departments which had not used up their full allocation and Mr Miliband claimed that setting the budgets would help Whitehall concentrate on cutting emissions.
"Targets are important to drive cultural change but there is nothing like a budget to really focus people's minds," he said.
Under existing plans government departments will be obliged to be housed in buildings with good energy efficiency.
Public buildings are already obliged to display energy performance certificates and government offices will have to achieve at least a C grade.
