Cities across the EU have committed to cutting their carbon dioxide emissions by more than the legally required 20 per cent by 2020.
Some 15 UK municipalities are among the 350 EU cities that have signed up to the European Commission's Covenant of Mayors scheme.
The mayors who signed up to the scheme committed to preparing an inventory of the carbon emissions from their scheme and using it as a baseline for a Sustainable Energy Action Plan.
Other commitments involve mobilising civil society to help develop the plan, adapt city structures to meet it and share experiences.
EU energy commissioner Andris Pibalgs said: "Most of the energy produced in Europe is consumed in urban areas. The battle against climate change will have to be fought and won in the cities."
UK cities involved in the scheme include Birmingham, Coventry, Nottingham and London.
While the capital signed up to the covenant, there has been disappointment among environmentalists at mayor Boris Johnsons' suspension of a phase of the capital's Low Emission Zone scheme.
