Local authority funding guide

When considering how to finance low carbon activities locally you need to consider whether this will be direct funding by the council or whether you require private sector finance to support the delivery of these programmes. You also need to consider whether you are looking for generalist funds or specialist funds.

We have developed a guidance document which will outline different sources of funding to support the development of low-carbon activities, specifically energy efficiency and renewable energy retrofit measures for council-owned buildings and for the wider housing stock of all tenures, and for district energy or combined heat and power schemes.

This guide is aimed at local authority officers who are considering developing and delivering low carbon schemes and are assessing their options for financing these projects. This guide covers a range of options and aims to highlight the opportunities available.  This guide is not an exhaustive list and other options may be available.

This funding guidance has been developed with support from Improvement and Efficiency West Midlands (IEWM) and Sustainability West Midlands (SWM). IEWM and SWM recognised the value of this resource and through the West Midlands Local Authority Low Carbon Economy programme funded the Energy Saving Trust to produce this guidance. In addition to this guidance we have also produced a database of funding sources.
