Green Deal and ECO readiness

We recognise the importance of finding alternative ways to finance energy efficiency and renewable energy retrofit for large-scale programmes.

We offer local authorities and Registered Providers a number of Green Deal and Energy Company Obligation (ECO) readiness services including:

  • Readiness workshop – to improve awareness and understanding of the principles of Green Deal and ECO.
  • Capacity building workshop – to develop ownership and understanding of the options under the Green Deal and ECO.
  • Housing stock analysis – to assess the housing potential using our Economic Impact Tool and Home Analytics services including a Green Deal payback assessment.
  • Options appraisal – to investigate the options available and maximise the potential to access the Green Deal and ECO.
  • Adoption toolkit – to support the development of a long term strategy for the uptake and adoption of Green Deal schemes
  • Business case development – to support decision-making and to take advantage of our OJEU procurement green finance consultant’s framework to appoint green finance consultants from ARUP, CAMCO, Grant Thornton, KPMG or Marksman Consulting.

To date we have supported Birmingham City Council, Newcastle City Council, Nottingham City Council, Efficiency East Midlands, West Sussex County Council, the Association of Greater Manchester Authorities, the Greater London Authority, the Essex Partnership and the Black Country authorities to develop delivery strategies for financing energy efficiency retrofit for large-scale programs ahead of the Green Deal and ECO. 

This includes supporting Birmingham and Newcastle City Councils to gain cabinet approval for the procurement of a Green Deal delivery partner and assistance in the successful applications for European funds to support the development of delivery strategies.

Partners are invited to sit on our national Financial Innovators Group. This is a forum that brings together national government, finance companies, energy utilities, retailers, local authority groups and over a dozen local authorities from across the country to enable them to network and share good practice and learnings, as well as gaining legal and procurement advice to reduce costs.
