Climate change targets in the 2008-11 LAAs
135 (90%) of Local Area Agreements (LAAs) include one or more climate change indicators among their nationally agreed targets. Two thirds of LAAs include the national indicator for reduction in CO2 emissions in the local authority area. This is the fifth most popular LAA target.
The table below shows the number and percent of LAAs that include nationally agreed climate change indicators, i.e. those that fall within the 35 targets agreed with government.

Many local areas have included more than one climate change indicator among their national targets and 3 areas have opted to include all three climate change indicators. In addition, NI 187 - tackling fuel poverty is a national target in 40 LAAs.
Nationally agreed targets for NI 185
Targets for NI 185 have not yet been agreed. For the first year local authorities are expected to compile their emissions baseline for the financial year 2008/9. Targets should be agreed by the end of July 2009. NB: The indicator used to operate on a calendar year basis, but has now been altered to a financial year basis, to mirror changes to the Carbon Reduction Commitment. Nationally agreed targets for NI 186
A wide range of targets have been agreed for per capita reduce in CO2 emissions between 2008/9 and 2010/11. Most targets are between 9 and 13%, but some are lower.

Nationally agreed targets for NI 188
Nearly all local areas that have set a target for NI 188 are aiming to meet level 3 or 4 by 2010/11. A small number have set a target to reach level 2 by the end of the LAA period.
