The five stages to developing an action plan

This section guides you through the five stages that we suggest you follow when developing a climate change action plan. They are:-

1. Getting Started - build political support for action and identify who in your Local Authority and beyond should be involved in formulating and delivering the Action Plan.

2. Assessing the Situation - investigate what information you have available and decide if you need to collect more to address adaptation and mitigation. Identify the policy support that is available.

3. Developing your Approach - drawing on the information available and the views of stakeholders, identify the priority areas for action on adaptation and mitigation

4. Preparing the Action Plan - building on your assessment of the current situation and priorities for action, develop a coherent plan (or plans) of action with a timetable and clear responsibilities.

5. Implementation - launch the Action Plan, embed it into council and partner policies and programmes and co-ordinate actions. Over time, review and refresh the plan.
