Roles and Stages of an Action Plan
Councils can address climate change adaptation and mitigation through their roles as:
Ideally a Climate Change Action Plan would cover all six aspects below, but it may be too much to tackle all of these in one go.

Decide on your initial focus
At the outset of the process decide whether:
- You will focus on just one or two of these aspects at first.
- You will develop an integrated adaptation and mitigation plan or to keep these as separate plans.
Then get started on the five stages to developing an action plan
We suggest you work through five stages to developing an action plan, but please modify our suggested approach to suit your authority's circumstances.
