Drafting the action plan(s)

Prepare a draft Action Plan and circulate for comment to those responsible for its implementation.

The Climate Change Action Plan may be one comprehensive plan or several plans covering different aspects of adaptation and mitigation.

At the heart of the Plan (or Plans) should be the vision and strategy and a programme of actions to deliver these over a specified period of time. It may also be useful to include a brief summary of some of the background information gathered during earlier stages of developing the Action Plan. This will help to explain how the council and / or partnership has arrived at its proposals. See a suggested list of contents in the box below. Eventually the Plan should become a living document that evolves over time, as new actions or projects are identified, as progress towards the reduction target is made, and as progress is reviewed.

Once a draft Action Plan (or Plans) is available it is advisable to circulate it for further comment to those who have been involved in its development and who are responsible for its implementation. A further draft can then be prepared for wider consultation and final approval.

Action Plan Contents
Vision and strategy: The vision and strategy developed earlier, supported by brief contextual material gathered during the development of the Action Plan. The latter might form an appendix.
Targets: Long-term targets both quantitative and qualitative agreed as part of the vision and strategy.
KPIs Key performance indicators against which success will be measured.
Actions: Prioritised, costed actions which collectively deliver the agreed priority options and work towards the longer-term targets.
Roles & responsibilities: Who (council section / partner) is responsible for delivering what.
Timescale: Realistic time plan showing the sequencing of actions over a specified period.
Finance: Financing and funding plans indicating where new funds will be sought.
Programme Management: How implementation will be: managed; risk management; review processes; reporting and communications (to management, staff, partners, community and other stakeholders); and embedding the Plan in key council and partner policies and programmes.
